Shutter won't go higher than 125

I have a Nikon d7000 with a Nauticam housing and a Inon 240 strobe.

The shutter speed will not exceed 125.

Any ideas why?

In what mode. The max sync speed is 1/250 (I think) so something is wrong but we need more details.
