Best ways to reduce blur in moving objects???

I would definitely appreciate your input on this. My question is:
I layman's terms, what are the best ways to reduce the blur, of moving objects? Indoor and outdoor? (for sports and dancing)

Another interesting technique is to use a very slow shutter speed and only have your strobe (very small f-stop) do all the illumination. Often this works great if the ambient is not very bright.
