Composition & Design VS emotion & IMpact

I recently made a post on my blog and the responses were so good that I thought to ask a similar question here.

What is more important to you when looking at a photograph - image design and composition or impact & emotion.

hmmm no response since 18 December?

For me emotion and impact are the most important factors discriminating the good picture form the excellent picture. Composition and design are important but only to serve the purpose of the photographer which is of course: cause impact & emotion.

I even think that a picture with a high dose of impact and emotion and a low dose of composition and design is probably better than the other way around.
